In 1997, JSI Research and Training Institute (JSI/RTI), through the funding assistance of the United States Agency for International Developments (USAID), launched a program called "Technical Assistance for the Conduct of Integrated Family Planning and Maternal Health Activities by Philippine Non-Governmental Organizations" or TANGO.
Together with ten Non-Governmental Organizations (NGOs) based in the various regions, TANGO established a network of clinics known as the Well-Family Midwife Clinics (WFMC).

This vision will be realized by providing entrepreneurial opportunities to midwives who have established linkages with their respective communities.
THE MISSION
To establish and operationalize, together with our partner non-governmental organizations (NGOs), a network of clinics providing quality Family Planning and basic Maternal and Child Health (FP/MCH) services to lower and middle-income families. These clinics will be owned and managed by private and especially trained midwives.
THE CLINICS
Well-Family Midwife Clinics (WFMCs) owned and managed by licensed midwives nationwide. Equipped with birthing facilities and private examination rooms, each clinic provides FP and basic MCH services and maintains various brands of contraceptives and other health care products.
Today, over 100 clinics provide accessible and affordable quality health care services to Filipinos all over the country.
An ideal Well-Family Midwife Clinic is:
- Accessible to public transport and walk-in clients
- At least 3 kilometers away from the nearest FP/MCH service provider or facility (whether private or government)
- Located in a densely-populated area predominated by C and D clients
- Located in an area with reasonable economic activity
- In a generally clean and safe environment.
